It includes things like what's a red card, how Briels handles this situation as a captain and what happens for his team after this (they were down on the scoreboard but up in numbers compared to the opponent).
Even though he wanted a penalty corner, Briels rationally works through the decision from a hockey player's perspective. He sees why after this incident the right team award is a 23m restart.
